The idea of establishing the National Art Gallery (NAG) begun in 1954 till 1956 by the Malaya Arts Council headed by Mubin Sheppard (now bearing the title ‘Tan Sri') and Frank Sullivan. According to NAG's 1974 -1975 Annual Report and National Art Museum's 1979 Annual Report, NAG's Board of Trustees was formed on 3rd June 1958. On August 27th 1958, a two storey building situated at No. 109, Jalan Ampang, Kuala Lumpur – adjacent to the first Malaysia's Parliamentary House (Malaysia was formerly known as the Federation of Malaya) – was allocated by the government to officially place the National Art Gallery Institution. An Ordinance to establish a Board of Trustees for the National Art Gallery was instructed by DYMM Seri Paduka Baginda
